I want to translate and publish a book?

There is a book that i found and want to translate into english and get it published. I searched at copyright.com to see if it had any rights over it, but it doesn't. Can I go ahead and get it published? If there isn't a copyright over it, then i am allowed to do whatever to it, right? Let me know, and if there's anything else i need to know about translating and publishing this book. Thanks in advance.
 
Created work automatically has copyright protection assigned to the creator in 95% of countries, it does not need the little "c" in a circle to enjoy that protection, that's just there to remind you.

I am frankly astonished that someome fluent enough in a second language to translate a book could simultaneously be clueless enough not to understand that!
