I want to teach myself to snowboard?

First off, I live in Michigan and am 15. I don't want to spend a lot of money so where can I find a cheap board with the buckles? Can I just wear regular snow boots or do I actually have to buy the snowboarding boots? My snow boots a pretty hard on the outside. Help me out please
