I want to poke a hole in the catalytic convertor of my 2000 Ford Taurus?

my engine got wet and clogged one of two of the convertors. we don't have state inspection and I really can't afford a new convertor. car is old with many miles just want to make it last another winter, right now the car kills in cool weather and runs crappy until it gets warmed up
