I want to make a one-to-one chat application?

It should be similar to Omegle, but should have a 'childsafe' option, for safer chatting for youngsters, this option would filter out any bad word ETC, it would pair up any random users from around the world, and they can chat away, is there anyone who could help me by either
1) telling me software or any other ways on how to make this online application
2) develop this application for me, and i would be willing to pay them a lump sum of cash, in around 3 months time.
