I want to make a Legend of Zelda flash game...?

I want to make a free Legend of Zelda game to share on the internet. (In depth and with a nice solid storyline.)
I have seen a few already, but nothing special.
What program would I use, and what should I expect?

Also, if flash is not an option, maybe I can make a larger game for download?
I don't know about this stuff, so I need some help on getting started.
