example is caliber 9mm Ball Parabellum..the word "Parabellum" stands for what?is it refer to a standard or specification to manufacture the bullet or refer to standard dimension that has been use for the bullet?
 
It means "prepare for war". It's latin, and is most often quoted from the saying "si vis pacem, para bellum" meaning If you want peace, prepare for war.

It was used this way to describe a projectile by German arms maker Deutsche Waffen und Munitionsfabriken, sometime in the early 20th century.
 
The 9mm Parabellum has other names as well, including:
9mm Luger
9 x 19
9mm Long

All refer to the same cartridge. It can become confusing to have so many names, particularly when there are different cartridges with similar names, such as:
9mm Kurtz
9 x 18
