I want to do Website Designing, Were should i start or what should i do?

Should i go to school and do classes for it? Or should i maybe just buy a website Designer tools usually they run 90$ some good ones, and Then make some websites and bring them to a place and see if they would want me to do their designs?

Mainly im just wondering how or where should i get started.
