if it is just one rug that you are making for yourself or for a gift, i don't see how it could be. there is no way you would be able copy it exactly.you're just using it as a reference. and it's not like you're trying to make money from it.
if money starts to become involved, it could get a little stickier, tho. maybe. idk...
