-Paint the wall the base colour
-get a piece of newspaper and put a plate over it (of the size polka dots you want) then draw around the plate and cut out the hole.
-Get a tape measure and, measuring from the floor upwards, place a mark at set distances e.g. every foot or so up the wall. Do this on the left hand side then on the right.
-Then use a spirit measure to draw a straight line across the wall connecting the dots.
-Do the same acoss the line placing a mark at set distances using a tape measure.
-Use masking tape to stick the template from earlier over each mark on the wall, and paint away. You might want to make more than one teplate so that you can do all your painting at once.
