If you really want that Cafe Racer style, you have to go vintage. Maybe an old BMW 'airhead', one that's been lovingly gone over and restored (there are a LOT of these around! They last forever!) Here in California I see a lot of old Honda 750s and 500/4s for sale that have been fixed up with low bars and racing fairings. I might recommend a classic Triumph from the 60s or 70s but only if you like working on bikes. 8^) (I had an old BSA years ago, and it was a truly wonderful bike, when it ran, which was about half the time.)
Cafe racers really belong to a different age. In those days, all bikes were general-purpose. If you wanted a touring bike, you bought a regular bike and added a big 'barn-door' fairing and bags. If you wanted a sportbike you bought the same bike and added stiffer shocks, different carbs, low handlebars and a bullet fairing. Sport bikes designed from the ground up, like GSX-R, CBR, etc., made cafe racers obsolete, but people still like them for the style.
