I waited the 48 hours and my sidekick slide still didn't activate?

I brought my sidekick slide off of Ebay and when i got it, it said to wait 48 hours before activation and its been 48 hours and my phone still hasn't activate and i called the customer care but it says the service you are trying to use is restricted or unavailable. I tried calling a few times now and still got the same answer
