I thought Verizon was free mobile to mobile?

I thought that verizon was free when you use it mobile to mobile ? But i stil get charged a buck to use with another verizon mobile. So there I am calling mom from the next room.
I thought they charge you the buck if you only use it with a non verizon mobile member
