I think there is something wrong with the bluetooth device on my laptop?

I cant seem to transfer stuff via bluetooth to my phone. I tried sending a photo to my laptop from my phone and was fine. But trying to send some stuff from my laptop to my phone, it says its unsuccessful without even trying to connect to the device( the phone). I don't get it. It was fine a few weeks ago. I tried it with two phones. Both gave unsuccessful transfers. What should I do?
