I think our Havanese is sick. Any ideas?

My brother's havanese seems to have something wrong with it. I'm not sure how old he is exactly, about 3 years maybe? He just got his yearly shots last month, and we had to take him back because he had an allergic reaction which got taken care of. He's had seizures in the past due to the heart-worm medicine the vet initially assigned, but they stopped after he switched it.

He's been doing fine since. However, earlier today he seemed fine save for seeming to want to throw up, which he does after he eats a leaf or eats too fast. Other than that, he was his usual self. Later during the day, his breathing appeared to have become more labored. It still is, but he's not panting. He also does not want to move at all. He's just laying there.

By the time these symptoms started to occur, it was too late to call or take him to the vet.

He did vomit once in the morning, but it was the usual of only stomach acid. He used the bathroom like normal and nothing seemed out of the ordinary. The weather has been really cold compared to normal as well as random bouts of heavy rain. Is there anything I can do till I can contact his vet? Is it possible that he simply has a cold?
There is no 24 hour hospital/clinic in the area that I would be able to drive to that would be faster than just waiting for the local clinic to open.

I just got him to walk outside to see if he could use the bathroom, as he was moving around like he usually does to show he needs to go out, but once he got by the grass, he sat down and didn't want to move again. He's back inside and laying down.
