I think my fish are scared of the light?

Today a went out and bought 4 corydoras and 6 Neon tetras. I put them in the aquarium, let the bag float and stuff and then let them out and left to go eat dinner and go hang out with some friends. When I came back all my fish looked hypnotized. They were just looking into space. One out of the 4 corydoras was eating and the Neon's and the Corydoras look like they are just clue less but they are still swimming just on the spot.

When I turn out the light they are like normal fish. But I can't leave the light off all the time because you need it on for 10-12 hours.

Can anyone tell me what I should do. Should I get a less bright light. I have a 13 watt right now and it is really bright. It is a 10 gallon tank. Should I maybe get a background so they are distracted??
