i think my 2 yr old cousin is behind on development?

My cousin Isiah just turned 2 on Saturday. He is my first cousin. Anyways In October of 2009 he was 1 he was late on walking. Now we seen him on his second birthday he walks fine but he jibber jabs and you can not make it out what he is saying. He says a few words like "no" "come back" "whats this?" and thats about it. He doesn't like to eat much either. Doesn't matter what you give him he doesn't want it. And this is always when he sees him. But when he is with his dad his dad says he eats like a piggy. Now which brings me to my next fact. His mother is Jamaican and maybe he eats the stuff. But he likes the fruit snacks he loves juice and thats about it on the food. Also another thing he doesn't see his daddy all the time. But he is well attached to him. But this can not be cause he sees his dad very not so often. But when he dad leaves the room he flips out majorly. He will scream and cry and run to the door to find his daddy. So I am not sure whats going on. But his mother does have some mental problems. I thought my cousin would be okay with him being with us without his daddy because me and my mother took care of him everyday until he was 9 months old. So what can we do to help him or help his family?
