I've seen that too, and its pathetic actually.
I have never bought some girl a drink.
Maybe that's cause I never go forward and meet them.

If you see a girl going to the bar the same times that you go then say something like "Hey you look familiar" or "Wait, haven't I seen you somewhere before?" or "Have we met?" 
It gets you both thinking it starts a conversation and it doesn't involve lies or punch-lines.

Compliment something she is wearing.
It starts up a conversation, unless she's the sort that doesn't like people randomly talking to her, and it makes you look like a man who pays attention. A man who pays attention is every woman's wet dream. Besides, all of us women are needy and insecure because of the many images Hollywood as thrown at us that we have to look THIS way to be considered beautiful.
Don't compliment eyes until you've gone on one or two dates, it's just creepy.
Don't compliment hair because chances are if that does work you won't notice when she gets it done, unless you're the sort that really DOES pay attention, in which case you're probably gay and should be hanging out at the nearest gay bar. That last statement was blatant generalization for those of you too stupid to notice.
Compliment a ring, maybe even ask if it's an heirloom. You can follow up with a joke about the measly inheritance you'd receive if you had an inheritance, or the kind you got if your folks are deceased.

Am I the only who's noticed that deceased doesn't make sense? Cease means to stop, has no longer continued, and de is a subtractive (I made that word up) prefix that also means to stop. Stop stopping means no longer living?
