i gave my old car (not really sold coz she didn't pay me) to my friend/co-worker 3months ago, all i told her is just to register it to her name, we filled up all the paperworks (including the request for duplicate title because i lost my title) and i gave everything to her because thats what the cashier told me and she was supposed to register that car and submit all the paperworks the next day.. but apparently she did not because she said she does not have money yet, then after few weeks she left work without saying a word to me, and now i called the Department of Motor Vehicle and checked if she registered it and i found out that the title is still registered to mine, so in other words she's using my plate right now..
but i dont know where to find her and how to get the plate from her..
what should i do?

the problem is, i did not get any paperworks because she hasn't submitted it yet >.< i know that was stupid of not getting any copy of those papers.. but we were co-workers and then she just left and changed contact and moved to another place.. so i dont know really where to reach her to get a copy of those files.. should i just report it as stolen then? what are the procedures there? sorry i just dont have any idea at all
