I saw a child drown last year near my house should I have saved her?

I was out for a walk last year, just for some exercise and came upon a place where there was a stream by the side of the road that formed a fairly deep pool where the water ran through a culvert under the road. There was a little four year old girl there, who was probably looking for frogs or something and she had fallen in. I could easily have gotten to her, but there was all that horrible mud and lots of rocks. If I took of my shoes I would have cut my feat to ribbons and if I kept them on I would have ruined them ( they cost over an hundred dollars) so I called 911. By the time the police got there she was dead. I didn't have any legal obligation, she wasn't my kid. Why do I feel guilty?
