I recently tried fixing the rear tire of my new mountain bike(Mongoose) it had a flat?

When I was down, I got the tire back on, was able to get the chain on and that works, but the rear brake pad thing, is rubbing against my tire... any advice on how to fix that?
 
The wheel may be poorly centered in the frame.The problem can also be the result of a twisted rim or misaligned wheel. If this is not the case,the brake itself must be adjusted.The adjustment screw at one of the brake arms can either be turned inwards or outwards untill the distance between the brake shoe and the rim is equal on both sides of the wheel. cantilever brakes are adjusted by bending the spring (using two pairs of pliers) in the appropriaste direction untill the brake shoes are positioned equally on both sides of the rim
