...do their business. HELP!!? i tried cocoa bean mulch, that seemed to have worked but the mulch didn't last. now i am using wood mulch and it seemed to be working for a few days but now not at all...this problem is annoying!!
 
Cats like something nice and loose to scratch in, which mulch provides. Also the smell of ammonia (from fertilizers, or previous cat offerings) is a "this is a litter box" cue for cats.

I'd suggest a motion detector sprinkler like:
