I really need help. I have a 1991 Ford F150 that will not start?

the engine turns over but it will not fire. I have installed a NEW distributor, New coil,new plugs, new wires, I had the ignition module checked and it tested good. I have tried spraying starting fluid and it doesn't do anything. I pulled one of the plugs out and turned it over and there is no fire. Any help would be greatly appreciated
