I ran across an answer from a man on how to upload photos;now I can't find it again?

I want to make my sign in seal and my photo for my account profile . If anyone can give me a very simple answer, I should be able to do this ! I have been trying to drag and drop, but I drag and can't find paste anywhere! Thank You.
