I need to write a modern modest proposal?

In my English class, we have been reading Jonathan Swift's "A Modest Proposal".

Our teacher has decided to have us write a modest proposal of our own. We have to think of a problem in today's society and make up an outrageous solution for that problem.

I'm having trouble coming up with a good solution for debt. Any problems and solutions are welcome though.
