i need to watch a video on painting a ceramic tub?

we moved into a apartment complex the tubs are awful someone had painted them when i spray bleach it only makes it worse looks like rust. i need to watch a video to show me how to sand and what kind of paint to use to make tubs look good not sure what is under the ceramic or porceline tub maybe metal the building is old any suggestions
