I need to tighten the fork to my bike. Help?

So i put this new fork on and i tightened the top bolt fairly hard then tightened the pinch bolts on the stem. the fork felt good and tight on the bike until i start to ride it and 5 minutes later it becomes noticeably loss. i try tightening the fork a gain only to find that the same problem occurs. please, some one give me some help! i don't know what to do.
 
You need to make sure the steerer tube is a little lower then the stem. The top cap puts pressure on the headset by pulling on the star nut. You want the steerer part of the fork a few mm below the stem. You may have to so to the bike shop and get some spacers.
