I need to put gloss over my lipstick, but then the colour comes straight off..Help?!?

I have really dry lips, so if I wear lipstick, I have to put some kind of gloss over the top or my lips will crack. I've finally found the perfect lipstick combos, but as soon as I put a clear gloss over top, it drags the color straight off! Is there any way I can put a clear gloss over the top and still keep the colors bold underneath? I only want something cheap, though, because these lipsticks from Inglot were pretty expensive.
