any time i open internet explorer, norton pops up a message that the virus has been blocked. but i want to remove it permanently as my norton licence is expiring in next 10 days.

further, i want to have one more information is kaspersky antivirus is as good as norton. will kaspersky be able to block these kind of viruses.
 
It may be a false positive, and it may be a valid block; a meta file exploit has lately reared it's ugly head and of course Windows may be vulnerable.
Make sure your Microsoft updates are current.

Let Norton expire; it's rubbish to begin with.
Try Avast (freeware; home version). Lightweight, good detection rate.
Google for site.

Note that you should not rely on a single 'suite' or a-V to properly protect your PC.
It takes 'layering' of many components, of which an a-V is only one item.
