I need to know NC law on check fraud. some took my check?

I have an account with only my name on it, and someone I know, has taken my checkbook, and wrote a check to them self (for $100.00), the odd part is, (they just had a name change about 5 months ago, and ) they used their new name in the Signature spot, and address it to their old name. And never endorsed it, yet the stupid bank cashed the thing, ( I am able to see this check front and back online) this Just happen. What or where can I find the state law, to see what the state would do?
I need to know what the STATE law is for NC, for turning this person into the police? WHat would they be looking at be charged with?
