I need to know a code for php.?

So I am making a php browser based game and I want people to be able to buy dope (i.e weed). I want to know how to make the value of weed be $10 in one area (lets say New York) and then be $40 in another area (Los Angeles) But I don't want that to be like that all the time. In new york and Los Angelas I want the weed to range from $10-200. How do I go about doing that?
