I need to get front brake rotors machined because of vibration when braking. A

mechanic said he would just put on a new set of rotors. How much will this cost and why won't he just machine them like I've asked?

Other info: The car is a 1998 Honda Civic and I'm getting the work done at a Canadian Tire repair centre. A used car inspection was done by Honda and they suggested the front brake rotors be machined. Should I take it to a Honda instead of Canadian Tire?
