I need to find the name of this book that I read in the late 90s?

I am almost positive that Avon published this book in the later 90s. The story is: two sisters are orphaned sometime in the 1800s, the older sister starts writing to a farmer who lives in the west. The sisters move to the west so that the older sister can marry the man she had been writing to...she might have been a mail order bride, I cannot remember. When they arrive the man falls in love with the younger sister not the older one who he is suppose to marry. That is all that I remember but I would love it if someone can tell me the name of the book. Oh, the book was for young adults. Thanks!
