I need to argue a subject for school and im really confused and need assistance?

This is the hypothetical situation and subject I need to debate:

The Pro lobbyists (which I am assigned to be) will argue that, through standards and accountablilty, a highly regulated enviroment benefits the delivery of human service to clients.

I am totally lost, and I dont know where to begin, I just need some insight.
