I need some HTML coding help! Anyone know how to fix this?

Alright, so this is on neopets.com, but can be answered for regular sites as well =) When you code a petpage, there is a neopets advertising bar at the top. I am trying to get the page to start scrolling below this bar, and not be able to scroll up and see it. Is this possible? And if so, what code should I use?
