I need really good advice/great exercises to lose inches in my thighs?

My freshman year of college, I gained about 25 pounds. It's taken me about a year and a half, but I've finally lost all the weight and then some.
My problem, which has always been my problem, are my thighs! They're not huge, but they're definitely not small. They are pretty muscular, but I'd really like to get them leaner. Not to mention there isn't much muscle on the inner thigh. There's also some noticable cellulite (more on the left leg then the right, dunno what that's about!) that I'd really like to get rid of. I really don't eat much fat at all. I watch what I eat, so I don't know where the cellulite is coming from.
Please give me some advice to lose some inches in my thighs! Thank you!
