I need mobile phone help!?

I have a samsung propel a767 phone from At&t. I have two of them but one isnt getting service while the other is...any way to make it so I can get service?
I have:
Restarted
Taken battery out
Taken SIM card out
Reset the phone interly
When I did all of this nothing happened
Any help?
