Normally, genes are turned off when Lactose is notpresent. Lactose activates the genes, which codes for enzymes that enable the cell to use Lactose. Mutations can alter the function of this operon; in fact it was the effects of various mutations that enabled Jacob and Monod to figure out how the operon works.
