I need help with video chat for skype on PC!?

I just tried video chatting with my boyfriend over seas and I could only see him, my webcam in my computer wouldnt turn on. How do I tun it on?

Also where can I find the "snapshot" photos taken while chatting?
PLEASE HELP!!!
