I updated my iPod, but I don't have ANY of the new things the update has, it says I can change the wallpaper, but whenever I try it just changes the lockscreen instead, plus the only ''new'' thing i can do is make a folder, I also do not have the application ''iBooks'' whenever I updated it, even though it said I am on 4.0 software, please help!
I CAN'T EVEN MULTITASK!
And I know I can get these features because of this: http://www.apple.com/ipodtouch/ios4-software-update.html

iBooks is not included with the iOS update. You have to go to the App Store to download it after you upgrade. It is free, though. I got it downloaded and even figured out to add books from other sources (you can add EPUB format books just like you do music and videos).

Multitasking is not enabled for everything. The app has to be written with this functionality. Safari will multitask and others that have been written to take advantage of iOS 4.

As for the wallpaper, I don't know about that. I don't like wallpaper on anything but my lock screen. And I haven't figured out the folders yet, but again, that's not important to me, so it's no rush to figure it out.

*EDIT* - I checked the website you referenced, adn in the fine print, it states the following:

For the wallpaper: "Not all features are compatible with all devices. For example, multitasking, custom wallpaper, and Bluetooth keyboard support are available only with iPhone 4, iPhone 3GS, and the third-generation iPod touch (32GB and 64GB models from late 2009)."

For multitasking: "Multitasking is available with apps that have been developed to work with iOS 4."
