I need help with some present tense spanish rules?

because there's 2 rules for present tense verbs when changing E. one rule is changing the E to I like repertir to repito. The other one is like changing E to IE, e.g: preferir to prefiero.

So I'm confused on when to use E to IE or E to I or likewise. Btw they're both present tense rules
