I need help with my Sharp FX?

Ok, so I've had my phone for about 2 months. I don't have any data plan, but I keep seeing the app Pic Dial. I know what it is, but I want to know if it will work without a data plan. Also, when I try to use it, it just says "PicDial (TM) is running for the first time. It may take a few moments for the required resources to download from the server". Also, im wondering if Video Calls, AT&T Social Net, Mobile TV, and Facebook need a data plan. Oh yeah, sorry its so long.
