The language in it sounds Spanish, but I'm not so sure.
The gist of the dance is two or three people link their arms, or put their arms around each other. And then they skip, or step in unison in a circle.
There is a song that plays, and it sounds almost polka-ish. I know this is a really horrid description to work with, but does anyone have any idea what song/dance this is?
