You REALLY need to go to shop. It doesn't neccesarily have to be an HD Dealer, it could be a reputable aftermarket shop. If you don't know how to measure for cable length, this is definitely not a job you want to tackle on your own.
Measuring for cables is not that easy, the throttle cables have different angled adjusters at the bar end of the cable, and the clutch cable needs to have the adjuster located in the right position. In order to replace the clutch cable, the exhaust will have to be removed in order to remove the transmission end cover to gain acess to the clutch release ball & ramp assembly. You will also need to extend all the handlebar/switch control wires, which will require removal of the fuel tank and since that has to be done, you may as well have the wires ran internally inside the bars.
SWITCHING OVER TO 16" APES IS NOT AN EASY JOB!!!
