i need business help?

I don't know where to start. I really hope to open my own clothing store sometime. I had a few questions that maybe someone can answer for me.
1) in a store of my own can I resale clothes that I buy from other stores?
2) how would i go about contacting manufacturers to sell their clothes in my store?
3) is all that i need a business license?
