I need advice on what to do about my legs when I shave(i know weird) :(?

But ok when I use razors....I get major ingrown hairs, and razor burn, and ive used every razor out there, and every shaving cream and nothing is working Im starting to think Im alleric to the medal. Ive used nair....and it made me break out and it burned REALY BAD.... should i make a doctors appointment for it orrr what should I do it gets so bad that they dont stop burning....help please
