I want to be the clear subject, but i need the background blurred. I don't mean blurred but i mean capture the movement in the background. Eg : Moving traffic/lights , like in the picture.
 
put the camera on a tripod lower the iso and have a long shutter speed (like two seconds) dont use your flash and experiment another hint have only one moving object if ur doing something like
