I need a letter for Jeffrey Dahmer...?

I'm doing a report on Jeffrey Dahmer for my English class and I need to give him a significant letter to say why he's so infamous, like Hester Prynne had the Scarlet letter 'A' [[that's what this report is for]]
I need a letter that sums him up entirely.
and it can't be too crude.
and I also need ideas on how to decorate it.
any help is greatly appreciated.

Just make him sound painfully human, with problems and struggles with his shortcomings. try watching "Dahmer" (2002, starring Jeremy Renner). how to decorate... if you're doing it on microsoft word, try finding pictures of Jeff when he was young, and a couple when he was older. you could even have him in the background of the letter, if you wish.
