You didn't say if the medications were delivered to the camp, or if the campers' parents bring their meds. One method we used when I managed care facilities was we had the patients' doctors or families use one specific pharmacy, who agreed to package each person's daily dose(s) in small zip-top bags with their names (for instance, one bag for Jane Doe would have four pills and a label that said her name, 8am, and the names of the pills). It worked very well and made administration very simple.
You can get more insights from someone currently in managed care - I'd see if you can find a Nurse Administrator at a nursing home or other long-term care facility and ask what they use.
