I need a few tanning tips! For outdoors?

So, I've been really set on getting a good tan lately, since I've been looking pretty pale, but I'm getting really discouraged. A couple years ago on a kayak trip, the tops of my legs got burned really extremely bad, and after it healed, it turned into a really nice tan and it's been that way ever since.

So, the tops of my legs and my stomach are pretty tan and even, but I CANNOT, for the life of me, get my chest, top of arms, under side of arms, and face get the same level of tan!

I go outside for a couple hours at a time with sunblock applied on my face so it doesn't get burned, and then I have tanning oil on the rest of my body, and my legs/stomach get tanner, but my arms/chest never really get noticeably tanner....and it's really frustrating. I don't know what I'm doing wrong, I just want to even this out and not look like a sheet of paper on half my body.

I never get burned on my body when I use just the tanning oil either, my arms will get just a little red and then it will be gone the next day, but that's it. Any tips to help this out?
