So, I went to root my phone.
Put the dreaimg.nth (or whatever, file on. YES I DID IT PROPERLY AS THE TUTORIAL SPECIFIED) Formatted sd to fat32, etc etc.
Ended up not working properly. (Corrupt file?) Terminated, fail, etc.
Could not get into recovery.
So I put my sd into another phone and formatted it via that.
But I'm left with a blank sd that I can't access because my G1 is stuck on a Red, Green, Blue and White barred screen.
Is there any possible way to access my SD card this way? Or how do I get it to boot properly so I can mount it to my pc?
the FOUR other phones in my house are all stupid ass LG's with no USB port, so i'm unable to access my SD card via those phones, and I do not have a SD reader, nor do I have the money for one.
What are my options here?

What you said is correct.

The screen with the coloured bars you're seeing is the Boot Loader which would normally load Android. However, as Android isn't on your phone any more due to the failed flash you're seeing the Boot Loader screen.

Assuming you can still get into Recovery (holding down Home while powering up) you can still flash a version of Android.

However, as you've said, you need a suitable ROM on your SD card.

Without a card reader or another phone that has USB access to the SD card, or a friend with such stuff, I can't think of a way to get a ROM onto your SD card.
